I'm no longer using Ubuntu, but as far as I know, the problem was solved
by an update. This bug can be marked as solved.

My computer is "self made" with Octek motherboard, AMD Athlon +2700, MSI NXT
7300GT (256Mb)...
I don`t have Kubuntu Feisty 7.04 in my computer anymore I found a distro called
Linux Mint, witch is based on Ubuntu and has all the things I need: MP3
support, E

Panel autohides normally, but will not unhide when touching the bottom edge of
screen.
Restarting the GUI flashes the panel shortly, but it stays down unless the
pointer is in the bottom edge of the screen when logging in. Only going to
