After upgrading from 16.04 to 16.10-something-after-final-beta the UI
scaling of desktop has gone and the relevant UI control is not found in
the Displays panel of System Settings.
I could work around some of the problems by:

I most probably see the same bug: the upgrade to memtest86+
4.20-1.1ubuntu2.1 hangs during configure. I could figure out it does
something in the postinst file but didn't dig deeper, just removed the
postinst and downgraded to the previous version. The bug basically
prevents any further updates.

for "Lid closed" in System settings/Power. It remember it has been reset
to "Do nothing" at some point during upgrades.

Oh, I think I have an idea why it's not working here. The fact that
deja-dup prompts me for administrative permission shows that it tries to
run `as_root` (if I read the source correctly). But the root user on a
clean machine doesn't have SSH trust to connect to any host causing
duplicity to break

This indeed fixed the problem! After resume syndaemon doesn't saturate
the CPU and blocks touchpad when typing as expected.

I've updated Totem's desktop file per your suggestion and it fixed the
problem for me locally. Documenting the workaround for anyone who would
stumble upon this issue:
- edit /usr/applications/totem.desktop (requires sudo) by adding
"x-scheme-handler

Since this bug was describing pre-Karmic behavior it's indeed not valid
right now. However in Karmic network connection notification has its own
problems. I could file a new ticket or we can reopen this one. Or we can
forget about it :-).

To clarify... I've read the guide: http://doc.bazaar-
vcs.org/developers/HACKING.html. I've made a local stacked branch of
bzr.dev which is probably why I can't commit directly to it. I can
convert it to a standalone one and push it. What bothers me is pushing
the whole Bazaar to LP just for a triv
