This bug affected me too! Ubuntu-Budgie 19.04 64-bit dual boot with
windows 10 kernel 5.0.0.14 stuck ad reboot/shutdown. Only reset button
work! Trying with install latest nvidia-drivers, but no reason still
resist the problem!
