Update: No ubuntu 21.04 still has this issue, didnt need to even install
it. As soon as I booted from USB it would tear and flicker. Once the
screen appeared for the installation, mouse movement would trigger more
tearing.

Any updates on the issue? Do we know if Ubuntu 21.04 addresses this
