Dohhh ... having created each test user I deleted the xfce4-keyboard-
shortcuts.xml file for each before logging in and doing the key binding.

OK, this is the first time I've installed "proposed" code and I didn't
get it quite right. I've now taken a much more rigorous approach to it
by
- Installing clean 14.04.2 and updating all software (giving "Ubuntu 14.04.3
LTS")
- enabling "proposed" as described in
