I can confirm that using Ubuntu 15.10 and Libreoffice 5.0.2.2 from

In ubuntu 14.04 libreoffice 4.2.7.2 I have removed libreoffice-gnome and
libreoffice-gkt packges and it have solved the problem. Now when i use
Hebrew layout the kaybord shrtcuts are working. My problem bef

when left clicking on the clock a window opens but the option "Time and
date" option is not functional (and not grayed). The time and date
option from System>preferences>Time&Date seems to start working and then
disappears. Time settings from terminal works fine.
