There is a workaround.
apt-get install compizconfig-settings-manager. When you run it, you can
click on the thing for the Unity plugin. This will allow you to change
the keys for the Run dialog, and for the Dash thingy (if you don't want
Super/Windows to pop that up).
Then, under Window Managem
I confirm that it ignores my attempts to change the "Run applications
dialog" shortcut.
It also ignores my attempts to change the shortcut for "Move between
windows of an application, moving a popup window" and "Move between
panels and the desktop, using a popup window".

I found my problem. Apparently, I stuck
SDL_AUDIODRIVER=pulse
in my environment sometime when I was floundering with a different audio
problem. I took that out of my environment, and I'm all good now.
