Well, ok, I checked the code. It's a bit too messy at the moment WRT
encoded and unencoded URLs. It should be refactored and for cases where
no re-encoding is needed, it could pass-through the original URL no
matter which crap was exactly hidden there.

I think it's a bug of Akamai. ACNG does reeencode the URL which was sent
back in the intermediate redirect response - however, this is basically
legal URL encoding, no magic done there. Simple HTTP clients would use
the URL from redirect response as-is and therefore never trigger that
condition.

Here comes a hint from apt-cacher-ng upstream... because of a
programming mistake, the versions 0.4.8 and 0.4.9 fail to disconnect the
client when the peer has set Connection:close flag but waits for server
to do the first step.

The "replacing" is already done via hardlink creation if the files are
on the same filesystem. I.e. the operation is quite cheap.
Checking file contents is the expensive part but this cannot be avoided
(easily).

Really? I just nuked the backends_debian file and after restart of
acng... it still worked, just as requested in this task!
Could you try something? Put "Debug=5" into the first line (!) of
acng.conf and restart with the init script. And show the output. Mine
is:
