Further information -
If I find I can't start a VPN connection and I log out and log in again
then VPN connections work again.
There seems to be some kind of race issue between log in and network
connectivity. I don't have the first clue on where to look though

I noticed the following - in the login sceen if I wait for the WiFi
network connection to be established then once I log in I can start/stop
VPN connections
If I log in before the connection is established then I am not allowed
to start/stop VPN connections

I created a new login and the VPNC VPN was started properly - this must
have something to do with the upgrade and the old network-manager-vpnc
and network-manager-openvpn settings.
