be a packaging bug.
As there are no changes in the backport from the package in hardy, this
bug probably is also in the hardy package as well.

I downloaded the dsc file from packages.ubuntu.com and built it using
dpkg-buildpackage -uc -us -rfakeroot. The resulting package still has
this bug.
Maybe this is related? I noticed that the transmission package is
missing files in /usr/share/icons.
