I thought the problem was uefi related so I made sure to have a small
fat32 partition at the very beginning but unfortunately I could find no
way to add in the boot flag to it during the 16.04 install process. It
is possible that uefi failed since there was no boot flag.

Once again Itried to reinstall 16.04 with only ext4 partitions plus a
swap partition. I succeeded in setting up the partitions (something
else mode) and then started the install that failed with the grub
problem.
