I faced the same problem while installing Ubuntu 18.04 and 20.04.
No VM here. And French for locale.
It's OK if I first « try without installing » in my language, then later launch
the installer.
In this scenario, no problem with keyboard at the username/password stage, it
remains french/azerty

I had same issue with « regular » Ubuntu 18.04 installer.
No need for dvorak or being in NY ;-)
If you launch a usb-live-session and go straight to installation,
problem is reproducible.
If you first try-in-live and later then install, there is no keymap
problem.

sync using google agenda provider add-on.
On 18.04 though, I had to re-enable each of my agenda to login into my
google-account.
