I'm on Ubuntu 10.04 x86_64 also using Compiz. With the Ambiance theme I
get transparency, however if I switch back to my preferred theme, New
Wave, there is no transparency and setting transparency has no effe

I can confirm this also happened to me. I had upgrade my 8.04 server to
8.10 and then immediately upgraded to 9.04. The upgrade from 8.10 to
9.04 caused this problem. Creating /var/run/network solves the problem
but it needs to happen on every boot. Sean's fix works.

After another system update that did *not* include the libtiff4 update,
I find that I am again stuck with the same problem. Apparently this
issue is not caused by one particular package, so it could very well not
be a libtiff4 issue. I am investigating.
