Public bug reported: After upgrading from Ubuntu 24.04 LTS to 24.04.1, clicking on titlebar of non-gnome windows does not raise the window. GNOME windows such as gnome-terminal, firefox, thunderbird, etc, work as expected. Non-gnome windows such as xterm and emacs, do get focus but do not raise.
