As the reporter of a duplicate (455033), I was unable to reproduce this
with the current Cheese 2.30.1 (Lucid Backports). For me, the crash
occurred when I tried to access Edit->Preferences before the image was
loaded. It appears to have been fixed.

Sometimes when I switch tabs, the title bar at the very top doesn't
change to reflect the new tab, and instead still displays the title of
