Allow installing syslog-ng without removing ubuntu-minim
I think there are other means to communicate the supportedness of
packages, like the "Supported" field in the control file.
We do have reports of the same effect, that installing syslog-ng is a hassle,
just because of the this dependency, like:

The patch seems to have solved it for me.

Download patch from the bugzilla and place it in a file, let's say
"foo.diff"
$ apt-get build-dep xorg-server
$ apt-get source xorg-server
$ cd xorg-server-1.15.1
$ patch -p1 < ../foo.diff
$ fakeroot debian/rules binary
This should eventually build a couple of .deb pack
this still happens with everything up to 3.8.0-27

While suspend-resume worked properly on my Dell Vostro 3560 laptop, it
stopped doing so after the upgrade to 3.8.0-25.
I've rebooted back to 3.8.0-23 and it indeed fixed the problem.
