I solved this problem by making Audacity run with LANG=en_US.UTF-8
environment variable but set interface language to Hebrew via Edit >
Preferences > Interface.

I have the same bug, but when i run Audaciry with the command
LANG=he_IL.UTF-8 audacity it's work fine.
