What is missing is symbolic link to netbeans.import.
You can create one with this command in terminal:
sudo ln -s /etc/netbeans.import /usr/share/netbeans/6.9/etc/netbeans.import
Then import will work. Don't forget to install plugins you are using. It will
ask you to do taht in 10-15 seconds after
