Thanks. This appears to be the most interesting part of the log I can
see:

Based on those most recent results I ran "dpkg-reconfigure grub-pc" and
removed "quiet splash". Now it boots to the gdm3 screen every time. So
maybe something to do with how plymouth hands off the boot process to
gdm3? Or how quickly that hand off is completed?

If the mouse pointer is moving then it's not Xorg that has frozen.
Because Xorg moves the mouse pointer. It sounds like only your shell has
frozen.

Thanks. That log shows you are using lightdm and 'slick-greeter', so not
regular Ubuntu.
Are you able to redo those steps using plain Ubuntu? I want to see the
failure happening in a way where lightdm and slick-greeter are not
involved.

I think that's a different flickering. That bug is about the Chromium
web browser. This bug is about a hardware defect affecting bright/white
areas of the LCD, and the fact that Linux handles hardware defects less
elegantly than Windows does.
So this remains a Linux kernel bug if anything.
