I tested out a daily build, and was unable to replicate the problem, so
I then upgraded my kernel to 3.11.0-13, and again did not see the
problem.
I think we can safely say that whatever the issue was, it is no longer

I see mdadm isn't present on the 13.10 live CD either, this completely
crippling my efforts to do it using md inside Linux.

I'd rank this problem as "critical", since it utterly prevents me from
reinstalling Ubuntu on my primary workstation. There is no known workaround

I did a fresh install of 13.10 (nothing unusual about my install that I
can think of) and I can't install wine either:
talbert@crashback:~$ sudo apt-get install wine

Some packages could not be installed
On my system /etc/dpkg/dpkg.cfg.d/multiarch does not exist. I did 'sudo
dpkg --add-architecture i386' and ran an 'apt-get update' but that
didn't change the situation - /etc/dpkg/dpkg.cfg.d/multiarch still does
not exist and I still cannot install wine.
