Tested it on Gentoo (2.6.16-gentoo-r9) on a 2-proc P4 3GHz with 2G ram
and no swap, but could not reproduce it. This is while running xmms,
konqueror, firefox, open office, and a bunch of xterms. CPU load did
not go over 0.5.

I'm having a similar problem after installing Edgy on my laptop (Compaq
v2000). While troubleshooting my problem (noticed it first when I
couldn't Ctrl + Alt + Left/Right to change desktops), I noticed that

The problem is that the "cupsys" user does not belong to the "plugdev"
group, and all printer access actually is initiated by a process running
as that user.
You need to add the "cupsys" user to the "pludev" group.

I've determined the source of this bug, which should only affect USB
printers

The problem is this: udev makes ALL usb devices owned by group
