The bottom line is, this codecs can be used as 'free' for home user and 'not
free' for commercial users. That's why it don't come with Ubuntu by default.

(isn't it obvious?). If you want to know more about restricted codecs:
If codecs (encoder/decoders) can encode/decode proprietary formats and patent
issues are related, then most likely those codecs are restricted.
