Auto update notifier does not block apt. I always have it on my start
up. There are good reasons to keep it on.

Most probably 99% sure, u have auto update on at start up, that's the
reason of that error. Go to Startup and uncheck it. Restart your Pc.
Open Synaptic Package Manager. Search nvidia. Install all the 96/96xx that
are not yet installed (except those with the -dev suffix). Make sure
nvidia-settins
