I like mencoder. It uses a CLI interface but it does the job
fine for me. I just can't remember the command though :/

Avidemux is another good app for converting or mencoder may also be helpful

Hey Sam
The best one I found and only just used this week actually was called
DeVeDe and can be installed from Add / Remove... It worked perfectly
and quickly!

Ive used 'tovidgui' with some success.
It is a gui that can handle the conversion to mpeg2 along with
design/creation of menus.
It is available in the multiverse section of the repository
