Das stimmte eben nicht ganz ...

so ...
$TYPO3_CONF_VARS['BE']['loginSecurityLevel'] = 'normal';
ist es besser.

Das Problem hatte hatte ich auch. Cookies löschen etc. nützte nix (das macht
man eigentlich sowieso ...)
Ich habe in der localconf.php die Zeile
$TYPO3_CONF_VARS['FE']['loginSecurityLevel'] = 'normal';
ausgeklammert, dann kam ich rein.
Danach habe ich alle evtl. MD5-Extensions
