Based on to growing use of the linux around of the world, and the need of

exist some forecast liberation of a version of the terminal emulator
(EmulVT) for Kylix?

You're absolutely right--it's not true VoIP. I think I'd have control over
both ends. I'd been looking at a few components out there, but I didn't know
if someone knew of a way to implement h.323 with ICS, or had done so.

Have a look at TTnScript component. It is derived from TTnEmulVT and add some
[limited] scripting
capabilities. See the doc in the comments in front of component source code.
