Can you enable "rolling builds" on Appveyor:

If someone pushes a new commit to a branch, that will
stop old builds currently in-progress or queued for the branch,
and just queue the new commit for the branch.

Can someone check this builder:

It is failing randomly in weird ways during builds. For example,
in some cases it fails to install tox. In other cases, the tests terminate
in
some random spot.
