Towncrier 19.9.0 [0] and 21.3.0 [1] have been published to PyPI.
Neither release had significant changes since their corresponding
release candidates. None the less, the news is available on GitHub [2].

This is a bit more complicated than normal since 19.9.0rc1 was never
followed by a non-RC release.
