Towncrier is actually a from-scratch rewrite :)
I'm in for the migration - there's a Klein PR to migrate that as a proof of
concept, I need to double check if anyone looked at it.

https://github.com/hawkowl/towncrier/ are extractions of the news-builder
functionality in our release module. If "towncrier" is the official name, we
should probably move that to the twisted org.
