I've checked all of the following jammy daily images, and all of them
fail to correctly install the EC2 metadata supplied SSH key such that it
is possible to ssh ubuntu@host after startup.

found my problem. packer generates temporary ssh-rsa keys which are
disallowed by the 22.04 default SSH key policy.

but nothing Provides: python, only Conflicts: python.

that expect to use /usr/bin/python aren't su
I understand that, but... apparently `steam` (third party, closed
source) does have that dependency :( so it'll need to be updated.
