Please note that libsdl2-dev has an unversioned dependency on libpulse-
dev.
There seems to be a local version mismatch between the libpulse
packages: “libpulse-dev : Depends: libpulse0 (= 1:11.1-1ubuntu7.4) but

Did you have the bionic-proposed repository enabled
It really seems to be a confusing way of saying "unknown option". Please
try without the final dash
sudo apt --fix-broken install
where there's a space between "--fix-broken" and "install".
