Accepted ppa-purge into mantic-proposed. The package will build now and
be available at https://launchpad.net/ubuntu/+source/ppa-
purge/0.2.8+bzr63-0ubuntu1.23.10.1 in a few hours, and then in the
-proposed repository.

Okay. Looking at the logs though, it doesn't seem that encc00 ever gets
configured. If it's optional: false, then it has RequiredForOnline=yes.
If it's not getting configured, then it's also expected that systemd-
networkd-wait-online times out. Or am I missing something else?

Thank you for taking the time to report this bug and contributing to
Ubuntu. The dhcpcd user is created by dhcpcd-base. So the user should
exist.
Please test the attached patch that only copies the dhcpcd user into the
initramfs.
