I was not able to test it on Ubuntu because I don't have armhf hardware,
but I have just tested it on a Debian porterbox. The only difference
between Debian bookworm and sid versions of Qt is presence of this
patch.
I used this test code and complied it with qmake && make.

I've uploaded the fix into Kinetic and proposed it for Jammy SRU.
But @vorlon had some reservations: "I want to understand why the partner is
invoking dhclient at all, when it is not part of our standard network stack in
jammy (or even focal)."

(fru1z) fixed my problem too.
Edited /usr/lib/ssl/openssl.cnf and just added :

tiff is in sync with debian, and version tiff 4.4.0-1[1] enabled lerc
support. Unfortunately lerc[2] is in ubuntu universe, and tiff is in
main, so we either MIR lerc, or disable it in tiff.
For now, let's disable lerc support.
