I should have added that it would be best in this case to have the debug mode
enabled for udevd, too:

Ok, so it does sound like this and bug 1916235 are the same issue. And
this might be 'as designed', since upstream systemd wants systemd-logind
to talk to systemd-userdb instead of directly connecting to NIS servers;
however Debian (and Ubuntu) disable systemd-userdb.

As far as I can tell it looked as if it's timing out waiting for
network-online.target to become active. It seems as if installing
network-manager makes
