I finally was able to solve this. It turns out, my key was too old and
thus kind of disabled as a security measure, I suppose. After creating a
new key based off ED25519 and adding the corresponding public key to
~/.ssh/authorized_keys on the server, things are now working again.

I have two displays side-by-side: one that is 2560x1440 in landscape and

(definitely in 19.04 and 19.10) I was able to configure this using
Display Settings in the default windowing environment.

The recommended way for doing that is changing the mouse speed in your
control panel/settings/whatever GUI.
For example, in Ubuntu 20.04 it is:
Settings > Mouse & Touchpad > Mouse > Mouse Speed
Another option you might like is:
gnome-tweaks > Keyboard & Mouse > Mouse > Acceleration Profile
