I have made good progress on the instance that I got shared.
I have a fix for the busy loop, but while that will be helpful it isn't
avoiding the root-cause and the system will be broken in regard to iptables.
I have submitted an RFC with a long cover letter explaining the situation to
upstream

It gets -N and -L working.
Most (but not all) the time this might be an issue of the build
permissions.
As now iptables works (correctly) with sudo but not without.

While netbooting, in initramfs-tools/scripts/functions, netplan for some
reason tries to overwrite /run/net-enp0s3.conf that is initially and
correctly generated by ipconfig.
There, it writes unquoted values like the following, which are a shell syntax
error:

I just managed to reproduce the crash locally. Just before the crash,
the following lines are printed to stderr:

a pixbuf from icon theme.
This may indicate that pixbuf loaders or the mime database could not be found.

The latest recommended driver for Intel GPUs is actually the one built
in to Xorg, called "modesetting".
You shouldn't need to install the old 'intel' driver for anything. But
if you do then yes it should at least install.
