I have recovered my system by going into recovery mode from grub.
I then reset the graphics to generic. It took a few attempts to do the
same thing before the graphics held up on the monitor as per normal
usage. I then booted into Ubuntu Desktop, shut down, restarted and all
was well.

For what it's worth I'm getting a very similar issue on Linux Mint
Cinnamon after the update from 19.1 to 19.2. The error is:
cinnamon: ../src/gallium/drivers/radeonsi/si_state_viewport.c:239:
si_emit_guardband: Assertion `left <= -1 && top <= -1 && right >= 1 &&
bottom >= 1' failed.
I've found
