okay apr 8 and apr 9 iso's have same issues kept logs of various boots
into the fresh installs .. no change in grub-source during testing was
made .. all with fresh installs

I can only think this is something cloud-image specific.
FTR the policy is initially configured wide open (as the server may be
doing a number of other things the charm deploying does not know about)
and then the ports for swift/rsync are restricted to peers.

I followed up with my coworker who originally built our two misbehaving
boxes. He also ended up having to reboot the second box I left for him,
to get the br01 bridge configuration back in working order. Simply
running 'netplan apply' and restarting the systemd network service did
not resolve it,

Per above comment, this is a legitimate problem and needs to be worked. Not

@juliank The proposed service would reopen LP: #1778219 , just for apt.

IMO command line apt should inhibit shutdown and systemd should respect
that even when running reboot as root.

We ran into the same issue, but wanted to avoid installing apparmor-
utils.
In the /etc/apparmor.d/usr.sbin.clam profile, it is possible to set the
clamd profile to complain mode directly (we used Ansible) without having
to install apparmor-utils or use aa-complain.
