I have installed ubuntu 18.04 LTS on my laptop Acer aspire E1-571 and I cannot
turn on the bluetooth. It's not that it doesn't find the devises, but I do not
either have the option to turn it on.

My first thought is that it looks like the kernel doesn't have a driver
that supports your bluetooth hardware. If it did then the 'rfkill'
command would usually mention "bluetooth".
Next, please run the following commands on the machine:
lspci -k > lspci.txt
lsusb > lsusb.txt
dmesg >
Alternatively, now that we have a bug number, you can start by just
running this command on the machine:
apport-collect 1776859
That will do all of the work for you. Or most of it at least.

Hi,
I can't set any ipv6 token with ip command. It seems that it has a bug.
Also it is not possible to set it with netplan (see bug #1737976)

The errors are all about "usb3" and the bug was logged from a live
session.
Most likely there is a connection/reconnection problem with booting this
particular USB drive or the USB port. Please try a different USB stick
and a different USB port.

Such freezes are more likely a kernel issue. Do you have any sign of
life from the machine when frozen, like being able to login remotely?
