ill, given this is issue is HDMI CEC related, there is no evidence this
has anything to do with xorg. Despite this:

If you have, AutoEnable=true, you need to remove the udev rule that
turns on HCI devices.
Also, you may need the config file, but I can't find it in upstream
linux-firmware:
