Downgrading network-manager package (not the VPN ones) to v1.1.93 solves
the issue so this is an obvious regression.
Note that there was another bug marked as a duplicate of this one but
with a more user-friendly description, along with the workaround.

Hello i recently dropped ubuntu 16.04 and installed zesty beta 2.
from the beginning i had problems with booting the usb stick , that i have
resolved via nomodeset by pressing F6 during the boot. but this has also
happened with 16.04.

Please don't merge this for zesty. There is no point as most of the
changes have already been backported, and merging it will just make
maintenance harder.
Let's wait until z+1 and do openssl 1.1 instead.

Aftected me too in Ubuntu 16.04 with 4.4 kernel.
Since I use the 4.8 kernel (which isn't recommend), this bug disappeared.
