I've instrumented a kernel so I can clearly see when processes start and
exit, this allows me to see when exactly the kernel has handed off
control to userspace. The time the kernel actually takes to initialize
compared to the time systemd-analyze reports are different.
$ sy
I’m seeing a stream of LoadCommitted events while scrolling on that
page¹. In a simple oxide WebView though (without an address bar or any
chrome), scrolling is almost smooth, so it seems this problem is browser
specific. I’ve also tested with an Ubuntu.Web WebView and a dummy
locationBarController
And a UA override doesn’t seem to make any change.

Let’s see what designers say. I’m personally not bothered by the content
picker being embedded below the embedder’s page title, but I understand
that this could be considered a visual bug.
