I just ran into this as well. Interestingly the only package I can find
that has the issue is systemd. It looks like systemd was linked with
gold and nothing else I have installed is.

Yes kicking off a policy compile as part of an update should be
possible. It certainly is for .debs, I am not sure of the exact details
for click or snappy.
As mentioned above, this compile could even be done as a low priority
background task so that the user update wouldn't pick up the cost.

Have no idea if related to here but just recently on plain old Ubuntu Desktop
installs of 16.04 restarts have slowed done considerably.
For me about 4-5 times slower, actual numbers are 2-3 sec. normally, now 10-15
secs. Others seemed affected with different numbers.

I ran pcscd as you suggested, capturing output. Made sure the smart card
was working by using my SSH key. I was then able to reproduce the 100%
cpu condition by plugging in my Logitech USB webcam.
