You say 18.10 is broken but 19.04 works, however 'bluez' did not change
between those versions. So this sounds more likely to be a kernel bug
(which was fixed in later versions).

On the 18.04 installation with the bug, please try some newer kernel

I can confirm it works out of the box using the latest Ubuntu "disco"
live stick.
