Hmm.. This conversation seems to be about a confusion about the Settings
GUI, not an IBus bug, and since the problem seems to be resolved, I
closed it.

I actually had the same issue while trying to add the Belgian keyboard.
I had to reload gnome-shell to get the Belgian input method despite I
had several other French ones, and the Belgian regional settings.
It's confusing that the Belgian layout does not appear automatically.

In order to find French(Belgian) keyboard in the first list, you have to
install "french" first, as a supported language (bottom button "Managed
Installed Languages").
Then you will see every french options like "French(Canada)",
"French(Belgium)", etc in the main list of inputs.

I could find the missing keyboard layout by typing this in the terminal:
gsettings set org.gnome.desktop.input-sources show-all-sources true
I think it would be a good idea to add a button to show more layout...
or at least to document how to proceed to get those additional layout
