this is not a general unity8 bug. Window sizes are remembered correclty.
It's specific to settings app and ken's branch addresses it.

Title:
Windows not remembering previo
In Desktop mode all apps open in a small square window & have to be resized per
use, i.e. it doesn't 'remember' window size in a session let alone across
sessions.
Makes the desktop mode onerous to use..

it works correctly for other apps which makes me think u-s-s is
overriding the behavior somehow
