I'm concerned about upstart in particular. Indeed cgmanager is
unsupported. I'm using upstart with cgroupfs-mount.

upstart-watchdog should be removed, as this functionality is not needed
going forward. There are extensive "watchdog" facilities provided built-
in into systemd. System units can specify OnFailure mode in systemd to
trigger a reboot. Session units should not cause device reboots.
