@Martin: I’m not sure what’s the best place to address the issue either, which
is why I marked both autopkgtest and unity8 affected. I’ll add phablet-tools to
the list.
Opinions on where to best fix this are welcome!

IMHO this would be better fixed centrally in phablet-tools (which ships
phablet-config), or in unity8 directly as you say. But if there's a
reason not to do that, can you please tell me how to change
autopkgtest's adb setup script?Thanks!
