I am marking this as a dupe because the root cause of the 100% CPU after
wizard finishes is because maliit-server is not getting restarted as it
should

of course you have to launch osk, like by setting passphrase or
something, don't have to type, just launch it

after reboot, this didn't seem to occur.
So i re-enabled welcome wizard, and was able to see this happen again.
To re-enable welcome wiz
phablet-shell$ sudo rm
/home/phablet/.config/ubuntu-system-settings/wizard-has-run
