We haven't seen any more of these failures for some time, after lots of
fixes to the tests and run time. There are still sporadic failures due
to the Zmq context shut-down. We'll track these down eventually. For
now, I'm closing this bug. For any test failures we see from here on,
let's open separa

Not sure how to fix the above hang yet. It doesn't appear to be
happening on Jenkins though.
Meanwhile, I've pushed a fix for the IdleShutdown test that fails
